Deputy Director, Department of the Air Force Small Business Programs

Mr. Jamie L. Adams is the Deputy Director, Department of the Air Force Small Business Programs, Headquarters Joint Anacostia-Bolling Air Force Base, Washington, D.C. He is responsible for directing, managing, and measuring the execution of Small Business Programs throughout the Department of the Air Force. He provides advice to senior leaders on all matters related to small business and oversees 152 small business specialists at 96 installations worldwide. He serves as the Air Force’s principle advocate for small business through policy development, legislative proposals, industry outreach, strategic messaging, and small business initiatives. In addition, he reviews acquisition strategies for small business policy compliance and adequacy of the programs’ small business goals. He promotes a strong partnership with our nation’s small businesses and is responsible for identifying new opportunities to increase the Air Force’s $8B in annual obligations to small businesses in order to broaden the industrial base, inspire innovation, and improve Air Force’s access to new technologies.

Mr. Adams, a native of South Carolina, entered Air Force active duty in 1973 and began his Air Force career in contracting. He held a variety of base and staff level contracting positions to include commanding two contracting squadrons and serving as the Chief of Staff, Defense Contract Management Agency (DCMA) where he directed six diverse staff functions supporting ten thousand DCMA personnel worldwide. He retired from the Air Force at the rank of Colonel after 30 years of honorable service. Upon retirement, Mr. Adams worked briefly for industry as a program analyst where he conducted multiple human capital strategic planning initiatives for the Air Force. He returned to federal government service in May 2009 as a Procurement Analyst with the 311th Human Systems Wing. In December 2013, he was selected to be Chief, Installations and Sourcing Division, Office of the Deputy Assistant Secretary (Contracting), Assistant Secretary (Acquisition), where he managed all aspects of non-weapon system installation contracting support including a $10B annual operational contracting spend, strategic sourcing and category management initiatives, and the Air Force’s $1B Government-wide Purchase Card Program. He assumed his current position as the Deputy Director, Air Force Office of Small Business Programs, in July 2016.
