Ms. Patricia “Anne” Bannister is the Director, Office of Small Business Programs, Naval Sea Systems Command (NAVSEA). She is an advisor and champion for small business acquisition.
Prior to Ms. Bannister’s current position, she spent ten years in Program Executive Office (PEO) Carriers where she managed ship modernization planning and execution for Aircraft Carriers Midlife Refueling Complex Overhaul (RCOH). She was responsible for more than $1 billion annually in Government Furnished Equipment funding obligated across 6 PEOs and System Commands (SYSCOMs).
From February 2016 to May 2018, Ms. Bannister completed challenging rotational assignments to include: Fleet Forces Command, Fleet Maintenance Officer (N43); the Office of the Chief of Naval
Operations, Warfare Integration N9; The Office of the Assistant Secretary of the Navy (ASN), Financial Management and Comptroller (FMC) Office of Budget; ASN, Research, Development and Acquisition, Deputy Assistant Secretary of the Navy – Ships; and the Department of the Navy, Office of Small Business Programs. Ms. Bannister’s rotational assignments strengthened her understanding on the issues surrounding ships maintenance, capitalizing on small business for innovation and agility, and maintaining our shipbuilding industrial base.
Ms. Bannister’s previous experience includes 18 years in private industry where she was Division Director and Capture Manager for a Small Disadvantaged Business and a Program Manager for a large government contractor. She is a Cadre 2 member of NAVSEA’s premier program for leadership development, the NAVSEA Commander’s Executive Fellows Program.
Ms. Bannister was awarded the Navy Superior Civilian Service award and received her Bachelor of Arts degree in Business Administration and Management from Saint Leo University and her Executive Master’s in Public Administration from American University, Washington DC. She is Level 3 certified in Program Management, Level 3 certified as a Small Business Professional from Defense Acquisition University and holds an Executive Leadership Certificate from Cornell University. She is also a member of Pi Alpha Alpha, the National Honor Society for Public Affairs and Administration.
