Small Business Deputy Director
Office of Small Business Programs, for the U.S. Naval Research Laboratory (NRL)
Mr. Andrew Chappell is the Deputy Director, Office of Small Business Programs, for the U.S. Naval Research Laboratory (NRL). He has been at NRL for 5 years and staunchly promotes small business participation through prime contracting, subcontracting and collaboration. He also endeavors to broaden acquisition opportunities where small businesses can provide innovative solutions for optimal sailor support and enhance a culture of small business inclusivity that supports scientific research and advanced technological development.
Before joining NRL, Mr. Chappell worked for a number of Army agencies as a Procurement Analyst, Contracting Officer and Contract Specialist. He has a bachelor’s degree in business administration and is Defense Acquisition Workforce Improvement Act (DAWIA) level III certified in contracting.
