Katherine Garcia Doan is the Acquisition Manager for PEO C4I PMW 150 Command and Control Program Office since April 2021. She has added value to the NAVWAR and PEO C4I
acquisition community for nearly 15 years starting her journey as a subject matter expertise (SME) in acquiring and managing the cost, schedule, and performance of information technology systems at various PEO C4I and NAVWAR divisions as a defense industry contractor.
As a consultant for Navy clients, Kat applied her Project Management Professional (PMP) credential to coordinate geographically dispersed teams for multi-million dollar, high-visibility Navy IT systems in time sensitive, mission-critical situations. She authored and updated multiple acquisition strategies, gate reviews, decision briefs, and memorandums, among other acquisition documents and briefs for leadership at PMW 120, 130, 150, and 750. She worked with integrated product teams to manage software and hardware product schedules from development through sustainment. As an Adaptive Acquisition Framework SME she identified the most efficient pathways for procuring and fielding technologies required by our Fleet and trained colleagues by sharing lessons learned. For instance, she was critical in the execution of the first PEO C4I Rapid Fielding Middle Tier Acquisition program at PMW 130.
Kat applies a servant leadership mentality to communicate with and motivate her team for consistent innovation and success. Kat loves the challenge of creating new connections via social networking opportunities and her upbeat attitude and gift in engaging people in conversations allow her to gain and share knowledge, skills, and insights from colleagues and mentors. One of her greatest strengths is her keen instinct for noticing and appreciating each person’s unique characteristics, personalities, and work styles and identifying ways people can use their talents to complement one another to resolve issues.
Kat is a creative, resilient, diligent, and empathetic leader with a strong drive for improving situations and overcoming obstacles. Her passion lies in identifying shortfalls and creative opportunities to improve workflow, processes, and communication standards to facilitate the team’s success. She sees possibilities in the seemingly impossible and her goal is to motivate others to learn, grow, and improve. What Kat may lack in technical engineering expertise, she makes up for in leadership qualities, determination, and enthusiasm!
Kat has a BA in International Business and Spanish from California State University Fullerton where she served as a President’s Scholar, Honor Society member, and Associated Students Inc. board member. She has an MA in International Law and Politics from Georgetown University.
