Yuri Dyson is a Procurement Center Representative (PCR) for the US Small Business Administration’s (SBA) Office of Government Contracting (OGC). OGC is responsible for maximizing the participation of small, disadvantaged-, woman-, service-disabled veteran- and HUBZone-owned firms in federal government prime contracts and subcontracts.

PCRs work closely with federal procuring agencies, promoting use of the federal small business programs, reviewing proposed contracts, assisting with agency small business goals and assuring small businesses receive fair consideration in federal opportunities. Yuri also works on Certificates of Competency and Non-Manufacturer Rule waivers to assure capable small businesses have access to federal contracts.

Yuri first joined SBA in June of 2012 as a Business Opportunity Specialist for the Portland District Office. During this time, she managed a portfolio of 8(a) certified firms, growing their presence and skills in working on federal contracts and also provided business development to small businesses in the Northwest. Prior to working with SBA, Yuri was a contracting officer (CO) for 20+ years for the USDI-Bureau of Land Management and US Fish & Wildlife Service. As a CO, she held an Unlimited Warrant and managed a broad variety of service, supply and construction contracts at local, regional and national levels. Yuri holds a FAC-C Level III certification and a bachelor’s degree in Planning, Public Policy & Management from the University of Oregon.
