NAVSUP Office of Small Business Programs
Mr. Christopher Espenshade currently serves as the Director for the Office of Small Business Programs (OSBP) at the Naval Supply Systems Command (NAVSUP). As Director, Mr. Espenshade is responsible for overseeing the execution of Small Business initiatives and implementation of policy across the NAVSUP enterprise. Headquartered in Mechanicsburg, PA, NAVSUP’s mission is to provide supplies, services, and quality-of-life support to the Navy and Joint warfighter. NAVSUP manages supply chains that provide material for Navy aircraft, surface ships, submarines and their associated weapons systems. NAVSUP’s procurement mission accounts for over 40% of the Navy’s actions and approx. $8 Billion in spend.
Prior to leading NAVSUP’s Office of Small Business Programs, Mr. Espenshade spent 12 years as a Contracting Officer and Procurement Analyst within the NAVSUP acquisition workforce, driving a number of NAVSUP procurement reform efforts and initiatives.
Mr. Espenshade is a graduate of the John L. Grove College of Business at Shippensburg University of Pennsylvania. Holds a DAWIA level III certification in Contracting and has been a member of the Defense Acquisition Corps since 2015. Mr. Espenshade holds multiple professional awards for performance, including NAVSUP Enterprise Employee of The Year and DON Secretary’s Cup Award.
