Captain Fisher, a native of Jacksonville, Florida, completed a White House internship as a midshipman in 1993 and graduated with honors from Jacksonville University in 1995. He received a Master of Science in Acquisition and Contract Management from Florida Institute of Technology in 2001 and a Master of Science in National Resource Strategy from the Dwight D. Eisenhower School where he also completed the Senior Acquisition Course in 2010. He is a graduate of the Business Resource Management Program at the University of Virginia, the Advanced Program in Logistics and Technology at the University of North Carolina, and the Tuck Executive Training Program at Dartmouth College.

His operational assignments include supply chain manager, Federal COVID Response Task Force Washington D.C.; deputy commander forward, Defense Logistics Agency Central Command and Special Operations Command Al Udeid Air Base, Qatar; supply officer, USS Bonhomme Richard (LHD 6) Sasebo, Japan; supply officer, USS Anzio (CG 67); aviation supply officer, USS Wasp (LHD 1); and assistant supply officer, USS Briscoe (DD 977).

His shore assignments include Navy acquisition contracting officer intern, Naval Sea Systems Command; contracting officer, Office of Special Projects; supply programs and force stock control officer, Commander, Naval Surface Force, U.S. Atlantic Fleet; director of fleet logistics support, Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk; deputy director for staff tasking, North Atlantic Treaty Organization Headquarters, Supreme Allied Commander Transformation; deputy head of contracting activity and senior service manager, Defense Logistics Agency Headquarters; logistics branch head, Chief of Naval Operations, Supply Ordnance and Logistics Operations (CNO N41); commanding officer, NAVSUP FLC Bahrain; and assistant commander Supply Chain Management, NAVSUP headquarters (SUP-04).

He is a qualified Naval Aviation Supply Officer, Surface Warfare Supply Corps Officer and Joint Specialty Officer. He is Defense Acquisition Workforce Improvement Act Contracting Level III certified and a member of the Defense Acquisition Corps. His personal awards include the Legion of Merit (two awards), Defense Meritorious Service Medal (four awards), Meritorious Service Medal, Navy Commendation Medal (six awards), Navy Achievement Medal and the Armed Forces Service Medal.
