Mr. Carlton D. Hagans is Director Office of Small Business Programs Headquarters U.S. Marine Corps (HQMC) Installations and Logistics (I&L). He serves as the principle advisor to the Deputy Commandant, I&L on all matters concerning the HQMC I&L Small Business Programs. He provides strategic direction and oversight for the HQMC I&L Small Business Programs enterprise and small business professional workforce across the Marine Corps Field Contracting System.
Mr. Hagans was appointed to his current position in 2019 following 7 years as the Program Manager for the Mentor Protégé Program, Office of Small Business Programs (OSBP), Department of the Navy (DON), where he served as principal advisor to the Director, responsible for Mentor Protégé Program management and strategic initiatives. He joined the Department of the Navy OSBP staff In August 2011 as Program Manager for Socio-economic Programs, responsible for the development and implementation of small business program strategies.
