Robert (Bob) Manley serves as an Associate Counsel with the Acquisition Integrity Office (AIO) for the Department of the Navy (DON) Office of the General Counsel (OGC). In this role, he helps coordinate efforts to pursue criminal, civil, contractual, and administrative remedies in all significant investigations of acquisition fraud. Prior to joining AIO, Bob was the Assistant General Counsel (ADR) responsible for managing the ADR Program Office’s efforts to help Navy and Marine Corps activities use alternatives to litigation or formal administrative procedures to the maximum extent possible. Bob joined the DON OGC in 1994 as a trial attorney in the Naval Litigation Office, where he represented the DON on significant contract and environmental disputes brought before the Armed Services Board of Contract Appeals, the Court of Federal Claims, the Court of Appeals for the Federal Circuit, and U.S. District Courts. Before joining OGC, Bob worked at the Oak Ridge National Laboratory as a Contract Administrator, where he awarded and administered environmental restoration contracts and nuclear weapons contracts for the Department of Energy’s Y-12 National Security Complex.
